Dual Licensure in School Counseling: Accredited in Both Specialties
Dual licensure means holding a school counselor credential from your state’s education or educator certification agency and a professional counselor license, such as an LPC, from its counseling licensing board. Programs don’t grant either one. We’ve confirmed 41 programs CACREP-accredited in both school counseling and clinical mental health counseling, by combined track or one degree covering both.
Rachel teaches seventh-grade science in Columbus and wants to become a school counselor. She also wants the option of clinical work, so she searches “dual licensure” and finds a lot of confident promises. This guide sorts the promises from the paperwork for 41 programs accredited in both specialties.
What “Dual Licensure” Actually Means
School Counselor Certification vs. Professional Counselor Licensure
School counselors and professional counselors are credentialed by different parts of state government. Your school counselor credential comes from your state’s education or educator certification agency, so start with your state’s school counselor certification rules. Some states call it a certificate. Others call it a license.
A professional counselor license comes from a separate counseling licensing board, and its name changes by state. Pennsylvania and Mississippi use LPC. Maryland uses LCPC. North Carolina uses LCMHC, and Michigan starts new counselors on a limited license, the LLPC.
Earning both isn’t one event. The school credential usually follows your degree, your state’s required exam and any other conditions your state sets. The professional counselor license usually takes longer, because most states require supervised practice after graduation plus a licensing exam. Each state sets its own hours, exams and timelines.
So when a program talks about dual licensure, it’s describing preparation, not a license. The degree makes you eligible to start both processes. The two agencies decide the rest.
Two Ways a Program Can Prepare You for Both
Programs on this list take one of two forms, and the difference matters.
The first is a combined or dual track that the university names as such. You complete the requirements for both specialties inside one program. Northern Kentucky University, for example, awards a Master of Science in Clinical Mental Health Counseling and a Master of Arts in School Counseling through its dual-degree program.
The second is a school counseling degree that the university says also meets the educational requirements for professional counselor licensure. That’s one degree whose coursework covers both. Often the claim applies to one state. Northeastern Illinois University says its school counseling degree meets the educational requirements for Illinois LPC and LCPC licensure. That’s a statement about Illinois, and it doesn’t automatically travel with you.
Why Counselors Pursue Both Credentials
A professional counselor license opens doors that a school credential alone usually doesn’t. Community mental health agencies, group practices and school-based mental health partnerships typically hire licensed clinicians. Some school counselors want that option for summers, for a later career shift, or for a move to a state with fewer school openings.
It also changes how you think about the work. Picture a ninth grader named Marcus who stops coming to class after his father’s deployment. As a school counselor, you’d coordinate with his teachers, build an attendance plan and refer the family to outside care. Clinical training doesn’t turn that office into a therapy practice. It does sharpen how you spot what needs a referral and how urgent it is.
None of this is free. A combined track usually means more credits, a longer program and internships in two different settings. After graduation you’d be working toward a clinical license through supervised practice, often while holding down a full-time school job. Hours you log in a school may not count toward a clinical license, so ask about that early.
If you’re sure you want to stay in schools, a standard school counseling master’s is shorter. Some universities also offer a post-master’s certificate in clinical mental health counseling, which lets you add clinical coursework later.
What a Combined Track Adds to Your Program
CACREP-accredited counseling master’s programs require at least 60 semester credit hours. Programs that prepare you for both specialties land at or above that line, depending on how they’re built.
Here’s how universities on this list describe it. Indiana Wesleyan says its combined School Counseling/Clinical Mental Health track requires 60 credit hours, the same as its school counseling program. Oklahoma State puts school counseling students pursuing the LPC at 63 hours. Wayne State lists its combined program at 71 credit hours, the University of New Mexico and Rocky Mountain University list 72, and Malone lists 81.
Time adds up too. East Tennessee State says students can extend their program by one to two semesters to complete the educational requirements for both. Central Michigan says students in both concentrations complete the coursework and internships for each, so the program exceeds 60 credit hours.
The internship is where you’ll feel it most. CACREP programs require a 600-hour internship, and a combined track generally means fieldwork in both a school and a clinical setting. Here’s what a school counseling internship involves day to day. Ask each program how it sequences those placements and whether any hours count toward both.
How We Built This List
How this list was built. Every program here is accredited by CACREP as a School Counseling program, verified against the CACREP register on September 30, 2026, and the same university also holds CACREP accreditation for a Clinical Mental Health Counseling program. Any program whose CACREP status shows a teach-out, closure, show-cause or withdrawal is excluded, because a reader cannot reliably enroll in it. Each program also meets one of two tests on its university’s own website: it offers a combined or dual track, or the university states that its school counseling degree meets the educational requirements for professional counselor licensure. We recorded the sentence and the date we checked it, and where the university named a state, we name it too. The table is ordered by state and the profiles are alphabetical. Neither order is a ranking. Whether a graduate can be licensed in either field is decided by the licensing board in the state where they apply, not by the program, so check your own state board’s requirements. CACREP accreditation is not the same as state approval. This list covers the programs we have confirmed, not every program that may qualify.

Adams State’s dual specialty covers both clinical mental health and school counseling, and the way in is unusual. You apply to the school counseling program only, and the university says it explains the dual option during your first semester. Its school counseling graduates have counted as CACREP graduates since 1994.
That suits a student who isn’t sure yet. You can start on the school counseling path and learn what the dual load involves before you commit. The university built its online program for students who can’t attend a face-to-face program.

Caldwell’s school counseling program includes an LPC option. The university says this option fulfills the New Jersey Department of Education requirements for school counselor licensure. Capital’s dual-program track lets students complete both the school counseling and clinical mental health programs if they choose. It’s one of the newer programs on this list. Its school counseling graduates have counted as CACREP graduates since January 2022.
Scheduling is the draw. Capital says all classes meet in the evening, starting at 4:30 p.m., with no more than two classes on a single evening. The university set that schedule to leave daytime free for practicum and internship.
Good to know: Capital doesn’t list a dual-track credit total on the page we checked. Ask for the plan of study.

The program sheet is short on detail, so this is one to call. Ask how many credits the dual track adds, whether the clinical internship runs alongside the school internship, and how the coursework lines up with Connecticut’s LPCA requirements.

East Tennessee State takes an extension approach. Its school counseling graduates have counted as CACREP graduates since 1997. The extension model makes the trade easy to see: one or two more semesters for preparation in both fields.

Marshall says graduates of its School Counseling emphasis are eligible to apply for both the LPC-WV license and school counseling certification. The online program meets in the evening with live sessions, so you stay in regular contact with core faculty.
There’s no GRE. Instead, you’ll submit a writing sample, a video personal statement and two recommendation forms. Its school counseling graduates have counted as CACREP graduates since 2016.

What to Check Before You Enroll
A university’s page is a starting point. These are the questions that separate a real dual-track plan from a hopeful one.
- Which state’s requirements does the claim cover? If the program names one state and you plan to work in another, ask whether graduates have been licensed there.
- Can you complete both internships at the same time? Back-to-back internships can add a semester or more.
- Who supervises you after graduation? Most clinical licenses require post-degree supervised practice, and school jobs rarely provide a licensed clinical supervisor.
- Is the clinical coursework inside the degree or after it? A post-master’s certificate can be a fine option, but it’s a separate step, and programs that only offer that route aren’t on this list.

Is dual licensure the same as a dual degree?
No. A degree comes from a university, and a license comes from a state agency. Some combined tracks award two master’s degrees, as Northern Kentucky, Walden and Rocky Mountain do. Others award one degree that covers both specialties. Either way, you still apply for each credential separately.
How many extra credits does a combined school and clinical mental health counseling track take?
It varies. On their own pages, universities on this list describe totals from 60 credit hours at Indiana Wesleyan to 81 at Malone. Wayne State lists 71, and the University of New Mexico and Rocky Mountain University list 72. Ask for the program’s current plan of study, because credit totals change.
Can I add a professional counselor license after I finish a school counseling master’s?
