School Counseling Programs at Hispanic-Serving Institutions

42 CACREP-accredited school counseling master’s programs are housed at Hispanic-Serving Institutions in 14 states and Washington, DC. Texas has the most, with 11. HSI status is based on undergraduate enrollment, not on what a counseling program teaches. So check each program’s format, fieldwork sites, and fit with your state’s certification rules.

Picture a second-grade classroom where many of the parents are more comfortable in Spanish than in English. The school counselor there spends real time on family phone calls, translated permission slips, and parent nights that run in two languages. If that’s the kind of school you want to work in, where you train matters. A program at a Hispanic-Serving Institution can place its students in districts that look a lot like that classroom.

This guide covers what HSI status actually means, how we built the list, and all 42 programs, organized by state.

What Makes a College a Hispanic-Serving Institution

The 25% enrollment definition

Hispanic-Serving Institution is a federal designation from the Higher Education Act. A college qualifies when it’s accredited, degree-granting, public or private nonprofit, and at least 25% of its full-time-equivalent undergraduates are Hispanic.

That definition is about enrollment. It isn’t a promise of bilingual courses, Latino faculty, or culturally specific counseling training. Excelencia in Education, the research group that tracks HSIs, makes this same point. Some programs on this list build those features in. Others don’t. Each profile below tells you what the university itself says.

The figure is also about undergraduates. A graduate counseling cohort at an HSI can look quite different from the undergraduate student body.

Seal of Excelencia

The Seal of Excelencia is a separate certification. Institutions earn it by showing, with data, that they intentionally serve Latino students rather than simply enrolling them. Eight universities on this list were Seal-certified on Excelencia’s 2024-25 list: Sacramento State, San Francisco State, Florida International, Central Florida, UNLV, Texas Woman’s, UT Rio Grande Valley, and UT San Antonio.

Where federal HSI funding stands

In September 2025, the U.S. Department of Education announced it would end discretionary funding for certain minority-serving institution grant programs, including programs serving HSIs. It cited constitutional concerns. That didn’t mean every HSI lost all federal funding. HSI status alone doesn’t guarantee a college a federal grant. For a graduate student, none of this changes a program’s CACREP accreditation or its path to state certification.

Why HSI Status Can Matter for Future School Counselors

School counseling is a family-facing job. You’ll explain course schedules, attendance plans, and college applications to parents, not just students. In many districts, a lot of those conversations happen across a language gap.

A program at an HSI can help in a few practical ways. Your practicum and internship may take place in schools with large Latino enrollments. Your classmates may include bilingual counselors-in-training who’ve grown up navigating these schools themselves. And a few programs, like Hunter and Lehman in New York, offer a formal bilingual extension you can add to your certification.

None of that is automatic. The best way to know is to ask each program where its students complete fieldwork.

How This List Was Built

Every program here is accredited by CACREP as a School Counseling program, verified against the CACREP register on September 30, 2026. Any program whose CACREP status shows a teach-out, closure, show-cause, or withdrawal is excluded, because a reader can’t reliably enroll in it. HSI status comes from Excelencia in Education’s list of Hispanic-Serving Institutions with Graduate Programs for 2024-25. That list uses federal IPEDS enrollment data from fall 2024. The undergraduate Hispanic share shown for each school comes from that same list. Programs are listed by state, then alphabetically within each state. They are not ranked. Tuition is shown where the university publishes a rate we could tie to the program, but it played no part in selection. For public universities, the figure is the rate an out-of-state student pays. Residents of that state usually pay less. Tuition changes, so confirm the current rate with the university before you enroll. CACREP accreditation is not the same as state approval, so check your own state’s certification requirements.

Arizona

Northern Arizona University

Best for: Arizona residents who want to train near home, whether in the north or the south of the state.

NAU designed this program to lead to Arizona’s Standard School Counselor, PreK-12 certification. Students take coursework, complete fieldwork, and finish with a practicum and internship. CACREP has accredited the program since 1998.

Good to know: NAU charges a separate program fee. Ask for the current amount when you request cost information.

California

California State University, Sacramento

Best for: Future counselors who want California’s PPS credential built into the degree.

This 60-unit degree embeds the Pupil Personnel Services School Counseling credential, which California requires of TK-12 school counselors. The program meets both state credentialing and CACREP standards. Enrolled students can also apply for an internship credential.

Good to know: Sacramento State calculates tuition from a flat or banded schedule rather than a per-unit rate.

San Francisco State University

Best for: Bay Area students who want a CACREP program aligned with California’s PPS standards.

Students complete at least 60 graduate units in a program aligned with California’s PPS School Counseling standards. Much of the coursework builds core counseling skills before students move into fieldwork.

University of San Diego

Best for: Students interested in restorative practices alongside school counseling.

USD offers two specializations. One pairs the PPS credential with a Certificate in Restorative Practices. The program is 60 units.

Good to know: USD is the most expensive program on this list. Ask about external funding, which the university mentions on its program page.

Why only three California programs? Most California universities prepare school counselors through programs approved by the state’s Commission on Teacher Credentialing rather than through CACREP. Those programs can lead to California’s PPS credential too, but they fall outside this CACREP-only list.

Colorado

Adams State University

Best for: Students in rural Colorado or out of state who need an online option.

Adams State offers its school counseling emphasis through an online program built for students who can’t attend in person. Students who want both school and clinical mental health preparation can declare a dual specialty by applying to the school counseling program.

Good to know: CACREP’s record doesn’t confirm the online format. Ask about any campus residency requirements.

University of Colorado Denver

Best for: Working adults in the Denver metro area who need late-afternoon classes.

CU Denver schedules most classes from mid-afternoon on, with some weekend and hybrid sessions. The university notes that very few classes are fully online.

Good to know: This is a campus program, so plan to be in Denver regularly.

University of Northern Colorado

Best for: Students who want to keep a full-time job while they study.

UNC’s degree runs 63 credits, with electives that can help with certificate and licensure requirements. Some classes meet one at a time over two weekends, so students can keep working full time. Starts are in fall and summer.

Good to know: UNC lists a credit range of 63 to 73, depending on your electives. Confirm your total before you budget.

Connecticut

Southern Connecticut State University

Best for: New Haven-area students who want a public program at an in-state price.

Southern’s counselor education program prepares students for school counseling roles across Connecticut. Its tuition figure is based on the part-time per-credit rate.

Good to know: The tuition shown is a 2025-26 rate, so a newer one may now be published.

Western Connecticut State University

Best for: Students who want an online program with a short residency component.

WCSU describes its counselor education degree as a three-year online program with a residency. Students choose between school counseling and clinical mental health concentrations.

District of Columbia

Trinity Washington University

Best for: Career changers in the DC area who work full time.

Trinity says its program is designed for career changers. Most courses meet in the evening to fit full-time work schedules. The degree is 60 credits.

Barry University

Best for: South Florida students who want a private university program.

Florida Atlantic University

Best for: Palm Beach and Broward County students who want a public 60-credit program.

FAU’s 60-credit degree pairs counseling theory with school-specific topics. Its program page names anger management, conflict resolution, violence prevention, and divorce and loss.

Good to know: FAU publishes a combined tuition-and-fee rate, so this figure includes fees.

Florida International University

Best for: Students who want to train in a large, urban, multicultural district.

Location: Miami, FL  |  Degree: M.S. in Counselor Education, School Counseling

FIU says its program trains counselors for multiethnic, multicultural, and urban schools. Graduates are eligible for Florida’s school counseling certification. Students without an education degree take additional professional education courses that Florida requires.

Good to know: Fieldwork happens during the school day, so plan your work schedule around it.

University of Central Florida

Best for: Applicants who’d rather skip the GRE.

UCF doesn’t require the GRE for admission to its school counseling program. The university also publishes school counseling outcomes, including pass rates on Florida’s teacher certification exams.

Good to know: UCF offers both an M.A. and an M.Ed. The M.Ed. carries Florida teaching-certificate eligibility requirements, so check which degree fits you.

Illinois

National Louis University

Best for: Chicago-area students who want school and clinical concentrations in one counseling degree.

Northeastern Illinois University

Best for: Working adults who want evening classes and a path to Illinois counselor licensure.

Best for: Students who want a lower-cost public option in northern Illinois.

Roosevelt University

Best for: Students who want a downtown Chicago campus program with a part-time option.

University of Nevada, Las Vegas

Best for: Las Vegas-area students who want a large public university.

Caldwell University

Best for: Students who want a school counseling degree that also covers New Jersey LPC coursework.

Best for: Working adults who need weeknight or weekend classes.

Montclair State University

Best for: Students who want evening classes at a large public university in North Jersey.

University of New Mexico

Best for: Students who want school and clinical tracks at New Mexico’s flagship university.

Best for: Students in rural areas who need a fully online program.

Hunter College, City University of New York

Best for: Spanish-English bilingual students who want a bilingual extension on their certification.

Hunter launched a School Counseling with Bilingual Concentration program for fall 2025. Candidates fluent in Spanish can earn New York State school counseling certification plus a bilingual extension. Students complete at least 700 field hours at two school sites.

Good to know: CACREP accredits Hunter’s base school counseling program, not the bilingual concentration itself. The tuition figure comes from a CUNY schedule that may not be current.

Lehman College, City University of New York

Best for: Bronx students who want an optional bilingual extension.

Southern Adventist University

Best for: Students who want a faith-based program they can complete online.

Southern offers school counseling, clinical mental health, and a dual specialty. The program runs 60 to 66 credits and takes about two and a half years of full-time study.

Good to know: Southern is the only Tennessee university on Excelencia’s graduate HSI list.

Texas

Texas has 11 programs on this list, more than any other state. School counselor certification there runs through the Texas Education Agency and the TExES School Counselor (252) exam, so read up on how certification works in Texas before you compare.

Our Lady of the Lake University

Best for: Students who want an online program at a university that calls itself Hispanic-serving.

OLLU is a Catholic university founded in 1895. It describes itself as Hispanic-serving, and its counseling program aims to train more counselors who share the cultural identities of the communities they serve. The 60-credit program follows the ASCA National Model and takes about three and a half years.

Good to know: CACREP lists OLLU’s M.A. in School Counseling as accredited through October 31, 2034. You may still see older university wording about pursuing accreditation. CACREP’s current record confirms the program is accredited.

Sam Houston State University

Best for: Students in the Houston area who want face-to-face classes.

Texas A&M University-Corpus Christi

Best for: Coastal Bend students who want a school counseling degree that also covers Texas LPC educational requirements.

Texas A&M University-San Antonio

Best for: Texas residents looking for the lowest in-state cost.

How to Compare Programs at HSIs

School counselor certification requirements vary by state. Depending on where you plan to work, you may need to complete a state-approved preparation program, pass a state-specific exam, and meet application or background-check requirements. CACREP accreditation doesn’t automatically give you a school counselor credential or a clinical counseling license. Check the certification rules in your state with the agency that issues credentials where you plan to work.

School counselor certification and LPC licensure are also two different things. Some programs on this list prepare you for both. Even then, the LPC requires its own supervised experience, exam, and state application after you graduate.

Then ask a few questions that HSI status alone won’t answer. Where do students complete practicum and internship? Are there site supervisors who speak Spanish? Does the program offer a bilingual extension or certificate? If you’re a Spanish speaker, a formal credential like the one at Hunter or Lehman can be worth a few extra credits.
